A short book is not a sloppy book. Regardless of size, any book begins with a concept and an outline. The concept is one sentence description of what you have to say. Sales people call it an "elevator speech", a way to present your key idea in 30 seconds or about the time you have to talk with someone in an elevator. Take that concept and develop an outline. Yes, just like your English teacher tried to show you in high school.
List 3-5 key points then under each point, summarize what you plan to present.
