The simplest but a bit expansive solution will be completely changing the vinyl liner and getting a new coating for the pool. Alternatively, you can get waterproof vinyl patch strips. These strips hold quite well to a vinyl surface, provided water and air has been removed from the surface underlying them.

A vinyl swimming pools is also prone to developing wrinkles, which is a result of improper setting of the vinyl liner against the floor and walls of the pool. This can be prevented by being cautious at the time of the filling of the pool. While filling water in the pool, use a pole with a pool brush or rag at one end to adjust, so that the liner sits firmly against the surface. In case of small wrinkles, the problem can be rectified using a toilet plunger. Try plunging the surface around the wrinkle so that it smoothes out.
