Ukraine's government is considering taking a share in a proposed international facility in Russia that would offer non-nuclear states access to enriched uranium for nuclear power plants but give them no access to dual-use enrichment technologies, a Ukrainian minister announced on Tuesday.
The International Uranium Enrichment Center would be located in Angarsk, eastern Siberia. Ukraine plans to manufacture its own fuel for its nuclear power plants in the future but "is not in a position to have any such technology today," Fuel and Energy Minister Yury Prodan said during a telephone conference.
"We will need to do this enrichment and exercise some kind of influence on the situation with the price for these services to have guaranteed access to enrichment," he said. Ukraine has yet to decide how large a share it will seek in the enrichment center if it decides to join the project, but "I think our share should not be smaller that that of Kazakhstan," Prodan said.
