Cause

This error message generally occurs due to registry problems. When you upgrade the Outlook 2000 to 2002, it set the registry key of the profile that specifies not to upgrade it again. When you revert to Outlook 2000 again and select to use the existing profile and upgrade Outlook 2002 again, the profile gets corrupted during upgrade process.

In this case when you force the Outlook to upgrade again, it may corrupt your registry files and your outlook file become inaccessible.

Resolution

To resolve this problem, you need to delete all the registry keys related to profile upgrade restriction and then install a fresh copy of latest version of Office XP.
But reinstallation is not always safe. It may cause further corruption in the existing files and it might possible that it won’t support to open the existing files with new version.
