The creators of the d20 system have stated that the system was made to be simple easy to use, and it is for this reason that there is very little variation between the different d20 Modern weapons. Such minimal differences while helping with overall game play and story flow miss some key elements of modern story telling. This is in the ability of equipment to help dominate the modern combat and war landscape. Further it fails to recognize the possibility of using science to greatly advance the weapons system.
Certainly in the d20 western style game weapons systems may have had little variation, within this system of game play as there where so few technologies by comparison to today. However beyond this there are huge differences between modern weapons, a 50 caliber rifle verses a .22, or the M16 as an opposed to the SKS.
Further the d20 modern weapons system as an RPG fails to address the fact that guns can do massive amounts of damage, even providing them with less of a critical range then many primitive weapons. Again this was done with the intention of allowing the characters to survive longer and so to allow for better game play flow. While the system itself does a commendable job of doing this it does not provide an opportunity for those who want a more complex system to use this without alterations. For this reason the true genius of the d20 system is that it can be altered, and added to by anyone.
Within modern weapons and firearms the system could easily be adjusted to allow guns to have greater power. To do this one only needs to give guns a greater threat range for critical and to provide an percentage chance that the firearms will kill with a single strike, as in a save vs. death if a roll of 20 is made. This would allow guns to do more damage while also allowing those with higher levels a continued advantage based on survival.
Another option that could be added onto the above would be allowing a reflex save to avoid getting shot, so that guns could do massive damage should they hit, and it is the goal to avoid getting hit. Along with this hide checks could be arranged to allow one to become difficult to hit, or to avoid being hit all together by avoiding being in the direct line of site.
All these things of course add complexity to the game itself, which can slow down game play, in that more dice would need to be rolled for an attack, however this could also speed up game play for those who are sneaking around, by giving them the opportunity to kill their opponents with a single shot, even if they aren’t an assassin.
This has always been a difficult of fantasy role playing games, that different systems are better for different situations, which perhaps it will be better in the long run to have alternates which would allow different game play for different situations.
